Health & Safety Management System Implementation Guide

Health and Safety Program Implementation Guide to ensure your program is customized and implemented to achieve a Certificate of Recognition (COR) in Alberta

What is a program without quality implementation?

We have included this guide to give you additional information that wouldn’t be practical to include inside the program elements:

  • Section Information,

  • Revision Considerations,

  • Implementation Tips, and

  • Actions Checklist.

Examples below:

Examples from Element 1: Management Commitment

  • Section Information.

Section information will give a highlight of the element and emphasis on the importance of specific items. We encourage you to read the section information prior to proceeding with revisions and implementation.

    Management commitment

Management commitment is the first section of the program because it sets the standard and general tone for the remaining elements. Leadership commitment to safety is the most important aspect to ensuring performance and ongoing success. If the leaders don’t show they care, neither will the workers.

    Health and Safety Policy

The health and Safety Policy is the cornerstone of your safety program. It is the written commitment to safety from the senior leadership of the organization and must be signed by the current owner, chief executive, or equivalent. This policy will be posted at each physical worksite and routinely shared with other organizations, contractors, and visitors.

    Health and Safety Responsibilities

Health and safety responsibilities for this section are intended to be high-level and not encompass every specific responsibility an employee has within the program, but to highlight the high-level responsibilities of workers at all levels of the organization.

  • Revision Considerations.

The Revision Considerations section helps you revise the program to match your organization, the specific needs of your industry, and potential client requirements. There may be additional edits or revisions that you feel are appropriate to your organization, and we encourage you to make those changes.

    Health and Safety Policy

You may reword the health and safety policy to match your organization but there are 5 standard requirements every health and safety policy must contain:

    1. The company’s safety goals and commitment to health and safety.

    2. The protection and maintenance of the health and safety of employees. Wording must include specific statements of protecting “physical, psychological, and social well-being of employees”.

    3. The responsibilities of managers, supervisors, workers, and 3rd parties/contractors.

    4. The requirement to comply with legislation.

    5. Signed by the current most senior manager.

    Health and Safety Responsibilities

Refer to your health and safety policy and Part 1 of the OH&S Act to review base responsibilities and ensure you are meeting the legislated minimums.

Some organizations may structure their employee levels differently (no supervisor role for example). Ensure all employee levels have responsibilities listed.

  • Implementation Tips.

After you have made revisions, you will need to implement the program to meet your written commitments. This section will give you tips on how to implement the program in an efficient and effective manner.

    Health and Safety Policy

Review the Health and Safety Policy with each employee and have them sign-off on the review. Ensure a copy of the signed policy is posted or otherwise made readily available on each worksite.

    Health and Safety Responsibilities

Review the responsibilities with each employee and have them sign-off on the review. Include review of responsibilities during all orientations.

  • Actions Checklist.

Each section includes an Actions Checklist which makes it easy to track completion as you go through the program.

    Health and Safety Policy:

Ensure the 5 standard requirements are still met.

Modify the CEO Statement as desired.

    Add “Next Review Date”.

Review the policy with employees and have them sign-off.

Post copies of the policy in conspicuous locations at each worksite.

    Health and Safety Responsibilities:

Add or revise employee levels to suit your organization’s structure.

Verify all levels have written responsibilities.

Verify responsibilities meet Occupational Health and Safety Requirements.

Review the responsibilities with each employee and have them sign-off.
